Senior Financial Sector Expert, Safeguards Assessments Division, IMF
Mr. Elie Chamoun is a Senior Financial Sector Expert in the Safeguards Assessments Division at the IMF Finance Department since 2011. As a financial governance, audit and risk management professional, his work has been focused on central bank governance and operations, accountability, and transparency practices across all regions of IMF membership, Mr. Chamoun is one of the co-authors of the IMF Central Bank Transparency Code (CBT), and since 2018, he has been closely engaged with the implementation of the IMF framework of enhanced engagement on governance. Previously, Mr. Chamoun worked with the Central Bank of Canada and the European Central Bank in the areas of internal audit, risk management, strategic and corporate planning.
Prior to his central banking tenure, Mr. Chamoun worked in the Assurance & Advisory practices of Deloitte in the MENA region, and later as an associate director with Risk Dynamics (a McKinsey consulting firm) specialized in risk management for the financial sector, both in Europe and the Middle East. A dual national of Lebanon and Canada, Mr. Chamoun graduated with an MBA from the Telfer School of Management at the University of Ottawa, and advanced post-graduate studies (DESS) specialized in accounting and international management from the University of Laval. He is also a Certified Internal Auditor (CIA), a Certified Risk Management Assessment (CRMA) professional, and a Chartered Professional Accountant (CPA/CMA).
